Here's what the levels mean, why 2 governments beat 1, and how to read a warning for part of a country.
What is a travel advisory?
A travel advisory is a government's official advice to its citizens about the risks of traveling to a country.
The US uses 4 levels. The UK says which areas it advises against visiting, if any.

The map adds the UK's warnings to these bands, and each country shows the stricter of the 2.
How the US system works
The US State Department gives every country 1 of the 4 levels above, with a summary of the risks behind it.
A country can get 1 level, with a stricter one for some areas. Georgia is at Level 1, and the US says not to travel to its Russian-occupied regions, South Ossetia and Abkhazia.
How the UK system works
The UK doesn't use levels. It says whether it advises against all travel, or all but essential travel, to the whole country or to parts of it.
That makes it precise. For Venezuela, the UK lists the areas it advises against by name: the Orinoco Mining Arc in Bolívar state, municipality by municipality, and areas near the borders with Colombia, Brazil and Guyana.
The UK also warns about insurance, in its own words: "Your travel insurance could be invalidated if you travel against advice from the Foreign, Commonwealth & Development Office (FCDO)."
When the 2 disagree
The 2 governments often agree on the risk and say it differently. For Georgia, both warn against South Ossetia and Abkhazia: the US inside a Level 1 advisory, the UK as a warning for parts of the country.
Sometimes they really do disagree. On September 26, 2026:

Most of them show as Caution. That usually means 1 area or 1 kind of risk, not the whole country, so read the card before you rule a place out.

Places like that need more planning, not less. Read both governments' advice for the exact area you'll be in, go with people who know it, and keep your plans with someone at home.
