What is compressing an image to 2 MB?
Compressing an image to 2 MB means saving it again until the file is 2 MB or less.
The tool tries the highest quality first, and steps down until the file fits.
If the quality would drop too far, it makes the picture smaller in pixels instead. A smaller picture at a good quality looks better than a big one full of blocks.

I fitted a 29-megapixel photo of a golden retriever, 7.9 MB as a JPG, to every size the tool offers:

At 2 MB it came out 1.9 MB, 3318 x 2212 pixels, at a score of 71.7.
The score compares the result with the original photo at the same size, so it measures the compression, not the smaller size.
This photo is hard to squeeze: it's full of fine fur and camera noise. Cleaner photos, like screenshots and portraits against a plain wall, score higher at the same size.
How I tested
I tested on September 29, 2026, with this page's own engines, and scored each result with ssimulacra2, the reference program that ships with JPEG XL (libjxl 0.11.2), against the original photo made the same size:
